A Message from the Board of Education
On Wednesday, March 26, 2025, residents of the William Floyd School District will have the opportunity to cast their vote on a $78.5 million proposed facilities capital improvement project that will address several key areas encompassing all buildings. This proposed project, if approved, will be at zero additional cost to local residents!
This is possible because New York State provides nearly 88% reimbursement on capital costs ($0.879 cents) per $1 spent, and through smart financial planning, the district has created (and residents approved) three Capital Reserve Funds over the past four years. Projects will include but are not limited to: repairing aging infrastructure such as pavements, plumbing, communication systems, and providing expanded classroom spaces for additional opportunities for students.
The William Floyd Board of Education
The three Capital Reserve Funds, established and approved by residents in May 2021 ($6 million), May 2022 ($5 million) and May 2024 ($10 million) plus interest earned, will account for the local share, with the rest of the cost (87.9%) reimbursed to the district by New York State Building Aid.
The district recently conducted the New York State Education Department’s required five-year building condition survey, which has identified several areas that will need to be addressed to continue keeping all buildings operational, safe and compliant to all New York State codes.
In addition to the various repairs to each building and throughout the district, there will be vast improvements to benefit our students and community (see summary on page 3 of this brochure).

Bond Proposition
Below is the wording of the proposition that will appear on the ballot. Please vote Yes or No.
RESOLVED: That the Board of Education of the William Floyd Union Free School District of the Mastics-Moriches-Shirley is hereby authorized to undertake District-wide Capital Improvement Plan (the “Project”), substantially as described in a plan prepared by the District with the assistance of John A. Grillo, Architects, and to expend therefor an amount not to exceed $78,500,000; (b) that the Board of Education of the District is authorized to expend $21,000,000, plus any interest earnings thereon, from three (3) separate Capital Reserve Funds of the District, which were established on May 11, 2021, May 10, 2022 and May 14, 2024 respectively pursuant to Section 3651 of the Education Law, to pay a portion of the cost of the Project; (c) that a tax is hereby voted in the amount of not to exceed $57,500,000 to finance the balance of said cost, such tax to be levied by and collected in installments in such years and in such amounts as may be determined by said Board of Education; and in anticipation of said tax, bonds of the District are hereby authorized to be issued in the aggregate principal amount of not to exceed $57,500,000, and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable; and (d) that District funds from current and/or future operations may be available to pay a portion of the cost, and any such funds expended therefor shall offset and reduce the amount of taxes herein authorized to be levied and the amount of bonds herein authorized to be issued.

New York State Building Aid Provides nearly .88¢ on the dollar reimbursement plus the use of three voter approved Capital Reserve funds (2021, 2022 and 2024), which will account for 12.1% of the cost. This results in the project being at zero additional tax impact.
Why is the district pursuing a capital project at this time?
The William Floyd School District is committed to providing a safe learning environment and well-maintained facilities for students and public use. Just as one’s home ages and needs upkeep and repairs to keep it in good shape, so do our schools. Many routine repairs and projects are funded within the annual district budget, with local taxpayers bearing the full cost. Larger work items and safety concerns would have a greater impact on everyone’s taxes if they were to be included in the annual district budget. However, a capital project bond issue results in a much lower tax impact and is a fiscally responsible alternative because the State reimburses a large percentage of the cost (nearly 88% of the cost is reimbursed).
How much is it going to cost for local taxpayers?
There is zero additional tax impact. NYS Building Aid will cover this project at a rate of almost 88% (87.9 cents per one dollar) coupled with the voter approved Capital Reserve funds ($6M in 2021/$5M in 2022/$10M in 2024) covering the rest; this proposed capital project will go out to voters at zero additional tax impact.
Isn’t State Building Aid just my tax dollars too?
Yes, it is. The New York State Legislature has given all districts in the state an opportunity to use tax dollars to enhance their communities through school building improvements and renovations. This is an opportunity to keep some of those tax dollars collected from all taxpayers across NYS in our own community, and putting those funds to work improving the educational setting for our children and the public.
What is the scope of this project?
This project will cover various aspects of infrastructure repairs and upgrades in ALL buildings, facilities and grounds, including various building repairs. At WFHS, there will be a 36,000 sq. ft. expansion to the award-winning Career and Technical Education program spaces at WFHS, expansion of Medical Assisting classrooms, revamped north and east entrances, upgrades to existing science and music rooms, renovations to the auditorium bathrooms and much more.

William Paca Middle School will include a redesign and reconstruction of the main entrance, the addition of a security office located at the main entrance, expansion and updates to existing STEM (Science, Technology, Engineering & Mathematics) classrooms transforming them into state-of-the-art learning environments, the renovation of the school’s library to include new indoor/outdoor classrooms using courtyard space, and upgrading the library with new technology throughout, the addition of ADA-compliant restrooms and more. At William Floyd Middle School, existing science rooms will be renovated, all parking areas will be renovated and expanded, and the addition of new multi-purpose athletic fields benefiting students and the community including the reconditioning of the track, installation of field lights, tennis court renovations, and the installation of a new scoreboard, new flagpole and more. Then at the elementary level, each school library will be renovated to ensure students are learning in a state-of-the-art environment with the latest technology available, along with various infrastructure repairs and more.

How long will this project take to complete (estimated)?
If the capital project is approved, design documents will be sent to the New York State Education Department, which would provide approvals in anywhere from 40-60 weeks. The first project could begin at some point in the summer or fall of 2026, with final completion taking anywhere from 36-60 months for completion from that point.
Will there be an informational meeting?
This proposed capital project will be discussed at the the upcoming Budget Advisory committee meetings on March 4 & 18 at 6:30 pm in the WFHS library.
Who is eligible to vote?
Any United States citizen that is 18 years old and who has lived within the William Floyd School District for at least 30 days prior to the vote is eligible. The last day to register for the Capital Project vote in District Office will be Friday, March 21 by 5 pm. Residents can always register at the Suffolk County Board of Elections. Absentee and early voting applications will be available on February 24, 2025, on the district website or by calling the district clerk.
